2013 Caravan with the 3.6L.

p0480 cooling fan 1 control circuit malfunction.

Tested the entire fan circuit. Bench tested relays to make sure they were good and replaced them just to verify that the relays were good. With the relays out I checked for power and grounds before and after the relays - no issues. With the high and low speed relays out fan doesn’t work (as expected but proves there’s no short). With low speed only it works. With high speed only it works. Connector to the fan is good.
Engine fans come on at 220°F which is the spec.
ECT sensors have recently been replaced.
IAT sensor works.
Running out of stuff to test, the fan circuit seems completely operational. I cleared the code then started the vehicle and as soon as the fans kick on at 220 degrees the MIL light comes on

Very strange that the fan comes on, but you still get the code. Are you able to scan other systems than PCM? Might be some codes that need to be cleared in TIPM. If not, you can try the "battery lobotomy": disconnect one of the battery terminals and hold it to the other for about a minute. That simple trick has solved some head scratchers.

Probable Causes
Controller Area Network (CAN) Bus Failure
Controller Area Network (CAN) C Bus Failure
Cooling Fan Control Circuit DTCs Set in the Totally Integrated Power Module (TIPM)
Engine Coolant Temperature (ECT) Sensor DTCs Set
Powertrain Control Module (PCM)

Set Conditions:
  • The Powertrain Control Module (PCM) is requesting the Totally Integrated Power Module (TIPM) to turn the Cooling Fan On and it is not operating.
